History
Although trains in the late 1800s and early 1900s were largely made up of six-wheel vehicles that had replaced four-wheelers to give a more comfortable ride for passengers, this wasn’t needed for vehicles that were intended only to carry passengers’ luggage, hence the ‘full brakes’ were simple four-wheel vehicles.
